HCS SCS SB 746 -- ELECTION OF MUNICIPAL OFFICERS SPONSOR: Klindt (Whorton) COMMITTEE ACTION: Voted "do pass" by the Committee on Local Government by a vote of 15 to 0. This substitute authorizes the board of aldermen in any city of the fourth class with 1,000 or fewer inhabitants to dissolve the ward districts and elect either four or five aldermen at large. FISCAL NOTE: No impact on state funds in FY 2007, FY 2008, and FY 2009. PROPONENTS: Supporters say that the bill will give fourth class cities more flexibility and allow them to attract more candidates for office, similar to the procedure for towns and villages. Testifying for the bill were Senator Klindt; and Missouri Municipal League. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say that they would like the bill to also include noncontested elections for community college board members.
